There is a mixture of good and bad news for Hong Kong’s education system this week, as the immediate effects of ending quarantine are starting to be realized.
On the good side of things, schools are looking to plan overseas trips for the coming term. Trips overseas for schools were classically a feature of Hong Kong education that put it on a high-pedestal in Asia, and also generated intercultural interest and understanding for students. For a city of international finance, the trips were not an insignificant factor in developing outward looking and globally curious citizens. The end of quarantine will bring a travel-buzz back to schools as plans come together.
The education system may see a greater exodus of citizens following the change of policy however. Recent migration out of Hong Kong has been high, and could have been higher if international travel had not been disrupted. The removal of quarantine will likely allow Hong Kong citizens more opportunities to go back-and-forth between their new and old homes for the sake of migration. For the education system, this could result in a more acute staff and student shortage as a greater number of residents solidify their plans to move abroad.
Historically, the staff shortage could have been tackled by increasing access to the school system for qualified teachers in mainland China. Now that Hong Kong’s quarantine has been removed, educators in the Greater Bay Area might have a higher chance of moving into the city, although the ease of employing teachers from these regions will increase drastically if the quarantine can be rolled back north of the border.
